It is obvious to any casual observer that Juan Salgaldo appointment of Chancellor of the City Colleges, was a political one, that had nothing to do with whether Salgaldo was qualified for the job, as most political appointments to positions in the City of Chicago, do not require any qualifications for the job appointments.
Salgaldo has only been in the job since July and his record indicates he lack of qualifications. Only, that according to a recent allegations in a complaint filed against Salgaldo, “he has the ability to run a racketeering scheme to defraud the CCC’s large body of disabled students out of their Federal Pell grant monies, with without graduating them.
The Mayor Rahm Emanuel choose a completely unqualified, Democratic Political hack, an Hispanic, who had no experience in running a legitimate, large College operation, the Chicago Community Colleges, in order to attract the Hispanic vote. The City of Chicago is about 29% Hispanic and Emanuel wants their vote.
In a recent complaint filed against Juan Salgaldo, he has been charged by a CCC disabled student, before the Justice Department, Civil Rights Division, with discrimination, racketeering, civil rights violations, for overseeing a “culture of discrimination” over "disabled" students. The most disadvantaged minority. None of the charges have been proven and Juan Salgaldo is considered innocent until proven guilty by a court of law.
